# # # 배출권 거래시장 시장조성자 지정 및 운영 등에 관한 고시 [ 시행 2019. 1. 28.] [ 환경부고시 제 2019-31 호 , 2019. 1. 28., 제정 .]   환경부 ( 기후경제과 ) 044-201-6589   제 1 장 총칙 제 1 조 ( 목적 ) 이 고시는 「 온실가스 배출권의 할당 및 거래에 관한 법률 」 ( 이하 " 법 " 이라 한다 ) 제 5 조제 1 항 , 제 18 조 및 같은 법 시행령 ( 이하 " 영 " 이라 한다 ) 제 3 조제 1 항에 따른 국가 배출권 할당계획 상의 시장조성 예비분을 활용하기 위한 시장조성자의 지정 , 의무와 관리 · 운영 등에 관한 사항을 정하는 것을 목적으로 한다 . 제 2 조 ( 정의 ) 이 고시에서 사용하는 용어의 정의는 다음과 같다 . 1. " 시장조성 " 이라 함은 법 제 22 조 및 영 제 26 조제 1 항에 따라 배출권거래소로 지정된 한국거래소 ( 이하 " 거래소 " 라 한다 ) 에 의해 개설된 시장 ( 이하 " 배출권 거래시장 " 이라 한다 ) 에서 배출권에 대한 매도호가 및 매수호가를 의무적으로 제시하고 거래하는 행위를 말한다 . 2. " 시장조성자 " 라 함은 시장조성 행위를 하는 자로 이 고시에 따라 지정된 자를 말한다 . 3. " 배출권 " 이라 함은 법 제 2 조제 3 호에 따른 배출권과 법 제 5 조제 1 항을 근거로 수립한 국가 배출권 할당계획에서 법 제 18 조에 따라 정한 시장조성 예비분 및 시장안정화 예비분을 말한다 . 4. " 호가 " 라 함은 배출권 거래시장에서 배출권을 거래하기 위하여 제시하는 매도 또는 매수의 의사표시를 말한다 . 제 2 장 시장조성자 지정 및 운영 등 제 3 조 ( 시장조성자 지정 ) ① 영 부칙 제 2 조

# # # 2017 72nd session of the General Assembly The right to adequate housing of persons with disabilities The report provides an overview of the diverse housing circumstances of persons with disabilities from institutionalization, homelessness and grossly inadequate housing to experiences of stigmatization and exclusion. The Special Rapporteur considers how the Convention on the Rights of Persons with Disabilities has the potential to breathe new life into the right to adequate housing.
