과기정통부는 달 탐사 2단계 사업을 통해 미래 우주시장 진입‧독자적 우주탐사 추진의 기반을 확보하고, 아르테미스 계획 등의 국제우주협력을 확대하겠습니다.

Artemis: On Friday, NASA announced that it had selected a group led by Jeff Bezos' space company, Blue Origin, to develop a moon lander for the Artemis program. The project will cost more than $7bn in total, with the NASA contract worth $3.5bn and Blue Origin contributing more than $3.4bn in order to build the 50-foot-tall spacecraft.⁠

The Artemis program, led by NASA with its partners in Europe, Japan and Canada, has one main goal; to get astronauts back on the moon — a feat not accomplished since Apollo 17 more than 5 decades ago. Artemis is well underway following the successful Artemis I mission in 2022, which saw an uncrewed Orion spacecraft orbit the moon. The mission is set to be replicated in 2024, this time with a crew onboard.⁠

‍NASA's decision to award the contract to Blue Origin's team, which includes collaboration with industry giants like Lockheed Martin and Boeing, comes after two deals with Elon Musk's SpaceX for its Starship lander. Indeed, the latest deal is indicative of a more commercially collaborative NASA that has been increasing its reliance on the private sector, licensing a record-breaking 79 commercial launches last year.⁠

‍SpaceX being chosen ahead of Blue Origin sparked court drama in 2021 as Bezos' company sued the US government for unfairly favoring Musk's company, claiming it would have been better to have chosen two companies. With the latest news, SpaceX — which has done more private launches than any other company — is now slated to conduct the inaugural lunar landing for Artemis in late 2025. Blue Origin crews will have to wait until 2029 for the Artemis V mission.⁠

2020년 세계 우주경제의 규모는 전년보다4.4% 증가한 약 4,470억 달러로 사상 최고치를 기록했다. OECD는 우주 분야의 경우 코로나19의 영향이 미미했고, 오히려 정부와 기업이 코로나19 대응에 나서면서 지구관측, 원격학습 등을 위한 통신위성의 활용이 늘어났다고 평가했다. 주목할 점은 상업 분야가 우주경제의 약 80%를 차지하며, 미국 정부의 우주예산이 우주활동에 나선 전체 국가의 총우주예산에서 66%를 차지한다는 점이다. 지난해 주요국 우주예산은 중국 134억 달러, 일본과 프랑스 각각 31억 달러, 러시아 25억 달러, 인도 13억 달러로 미국의 518억 달러와 큰 차이를 보였다.
한편 우주 하드웨어에 해당하는 상업용 인프라 및 지원 산업은 비중이 꾸준히 늘어나 지난해에는 2019년 1,179억4천만 달러보다 16.4% 증가한 1,372억3천만 달러를 기록하며 우주경제의 30.7%를 차지했다. 세부 내용을 살펴보면 지상국 및 장비 분야가 1,184억5천만 달러로 가장 큰 비중을 차지했고, 상업용 위성 제조(161억7천만 달러)와 상업용 발사산업(20억7천만 달러)이 그 뒤를 이었다. 이 외에 보험 프리미엄은 4억5천만 달러, 상업용 유인 우주비행 6천만 달러, 우주상황인식 및 궤도상 서비스가 4천만 달러의 매출을 기록한 것으로 나타났다.
OECD는 우주투자로부터 사회경제적 혜택을 받는 분야를 환경관리, 운송과 도시계획, 연구개발과 과학, 기후감시와 기상, 통신, 국방과 안보, 에너지, 농업 순으로 꼽고 있다. 또한 ESA는 2016년 우주투자의 경제적·사회적 파급효과를 <표>와 같이 분석했다.
2040년 우주경제 규모에 대해 모건스탠리는 11조 달러, 뱅크오브아메리카와 메릴린치증권은 27조 달러까지 성장할 것으로 예측하고 있다. 세계경제 순위 10위인 우리나라가 우주개발에 대한 투자를 확대해야 하는 이유가 바로 여기에 있다.

’19년보다 17개 증가한 449개 기관으로, 기업체 및 대학은 위성활용 서비스 및 장비 분야, 연구기관은 위성체 제작 분야에 참여하는 기관이 가장 많은 것으로 나타남.

- 조사 결과에 따르면 국내 우주산업 규모는 3조 8,931억원으로 기업 매출액 3조 2,610억원(83.8%), 연구기관 예산액 5,849억원(15.0%), 대학 연구비 472억원(1.2%)으로 구성됨.

- 한편, 국내 우주산업 인력은 9,397명으로 지난 10년간 꾸준한 상승세를 유지하고 있는 것으로 파악됨.

- 우주분야 투자액은 3,154억원으로 전년 대비 33%(783억원) 증가했으며, 시설투자비 증가가 주요 증가원인으로 분석됨.
